Según el digital cincodias el inmobiliario “cifra en 250.000 millones la inversión necesaria en vivienda de alquiler”. Se subraya el déficit de 100.000 viviendas al año para satisfacer la empobrecida demanda del mercado de arrendamiento y se reclama, una vez más, la colaboración público-privada para asumir lo que en algunas urbes ya se está convirtiendo en un desequilibrio con clara repercusión en los precios.
Y es la consultora colliers, con un estudio presentado en el Salón Inmobiliario de Madrid (SIMA), quien que ha cifrado en 250.000 millones de euros la inversión necesaria de cara a los próximos 15-20 años para satisfacer esa demanda, y no la circunscribe únicamente a jóvenes sino a unidades familiares.
Según la consejera delegada de elix , Teresa Marzo, “el reto demográfico y la demanda creciente de vivienda en alquiler lleva a un déficit de alrededor de 1,5 millones de casas para los próximos años”. Desde Colliers, aumentan esa cifra de inversión a los 300.000 millones si se cumplen las predicciones de algunos expertos y la demanda para las dos próximas décadas llega a los dos millones de unidades.
A ello añaden que “no hay margen para pagar 100.000 viviendas al año con impuestos”, por lo que recuerda una propuesta apoyada por gran parte del sector que pasa por que los “grandes inversores institucionales” puedan operar en España.
Ciertamente, “el capital privado está captando más recursos que nunca para invertir en inmobiliario”, y es bien sabido que la vivienda en alquiler es uno de los grandes atractivos para estos inversores. Pero como apuntan desde la consultora, si queremos lograr que estos inversores fijen su interés en España, se necesita ineludiblemente una colaboración con las Administraciones.
Y es entonces cuando entra en juego el planeamiento urbanístico; según el director del fondo Greystar, uno de los que ya está operando en este segmento, es llamativa la demora de “hasta décadas” en el desarrollo de nuevos barrios como Madrid Nuevo Norte o los del plan Estrategia del Sureste, a lo que se refieren como “la tasa silenciosa del tiempo” en detrimento de los inversores. La agilización de estos desarrollos no significa irse al extremo de la desregularización, se trata de “regular mejor para que los plazos sean menores”. De igual modo, recalcan que la vivienda no debe estar a merced de una política regional y/o coyuntural; “tiene que haber una política de Estado que atraiga a los inversores”, en proyectos sólidos, a largo plazo que ofrezcan garantías.
Pone como ejemplo el Plan Vive de la Comunidad de Madrid; una colaboración público-privada en el que “las Administraciones [ponen] el suelo y el capital privado para el desarrollo de las viviendas a cambio de una concesión a largo plazo a un precio de alquiler tasado por los gestores públicos”.
Pero para ello, insisten en la necesidad de que las Administraciones sean más ágiles y resolutivas en las tramitaciones de licencias, subrayan, además, la urgencia de ‘la actualización de módulos´: “los precios pagados por vivienda protegida y que llevan más de una década sin revalorizarse”.
Y continuando en esta línea. No se puede obviar la cuestión del desbloqueo del suelo que trae de cabeza a todos los actores implicados en estas operaciones. Según Carolina Roca, vicepresidenta de asprima (Asociación de Promotores Inmobiliarios de Madrid), son seis las medidas que su juicio lograrían desbloquear la reserva de suelo: “lograr el equilibrio entre beneficios y cargas para la inversión privada y la Administración; flexibilizar los cambios de uso en los solares no edificados; garantizar la seguridad jurídica; seguido del pragmatismo del legislador; la colaboración público-privada en la tramitación urbanística y, en último lugar, la viabilización de la vivienda a precio asequible”.
