Los técnicos del Fondo Monetario Internacional (FMI), que han visitado recientemente España para elaborar su informe anual ‘Artículo IV’ sobre la economía del país, consideran que los límites a las rentas, una de las medidas previstas en la futura Ley de Vivienda, no son una solución para resolver el problema de acceso a la vivienda y alertan de los posibles efectos contrarios.
«Algunas medidas, como los techos a las subidas del alquiler en áreas tensionadas, pueden introducir ineficiencias y restringir la disponibilidad de inmuebles para futuros arrendatarios«, advierten en sus conclusiones preliminares.
Por el contrario, consideran que medidas planteadas para el lado de la oferta, como un aumento de los impuestos sobre los inmuebles desocupados y la ampliación del parque de vivienda social, «deberían ayudar a aliviar las presiones en el mercado de alquileres». En cualquier caso, subrayan que sería útil realizar una evaluación más detallada de las medidas para cuantificar su impacto.
Asimismo, los técnicos del FMI plantean que otras políticas para incrementar la oferta de viviendas podrían consistir en simplificar los reglamentos sobre el uso de terrenos y agilizar los procesos de permisos de los gobiernos autonómicos.
Vigilar el repunte de los precios de la vivienda
En cuanto al mercado de la vivienda en general, la misión del organismo advierte de que las transacciones residenciales han repuntado en 2021, reflejando la demanda reprimida, y los precios residenciales se han acelerado.
«Aunque no hay evidencia de un desalineamiento significativo de los precios de la vivienda, conviene vigilarlos con atención», añade el Fondo Monetario.
Por otro lado, los técnicos del Fondo destacan en su análisis que los recientes ejercicios de estrés sugieren que los colchones de capital del sector bancario español «son en general adecuados», aunque subrayan que se necesita una vigilancia estrecha para garantizar una resiliencia continua.
«Los bancos deberían mantener niveles prudentes de provisiones dado que las dificultades de los prestatarios pueden surgir con retardo conforme se vayan reduciendo gradualmente las medidas de apoyo», apuntan.
Asimismo, recomiendan que las distribuciones de dividendos y las recompras de acciones deben seguir evaluándose caso por caso, teniendo en cuenta la incertidumbre acerca del impacto económico definitivo de la pandemia.
De este modo, en caso de materializarse los riesgos a la baja, «se debe alentar a los bancos a utilizar sus colchones a fin de evitar un endurecimiento indebido de las condiciones de préstamo».
Por otro lado, la misión del FMI señala que la ampliación prevista de las herramientas macroprudenciales del Banco de España es una medida oportuna, ya que estos instrumentos para mitigar presiones de sectores específicos podrían resultar útiles, por ejemplo, si los riesgos en el sector inmobiliario se agudizan.
A nivel de la UE, los técnicos del FMI apuntan que completar la unión bancaria con un sistema común de seguro de depósitos (EDIS por sus siglas en inglés) fomentaría la resiliencia.
